I picked up a dual vacuum / fuel pump for my 1950 with a 235. I Is the vacuum side on the top or bottom. I'm thinking the smaller top side is he vacuum side. The picture shows what I'm referring to the small side is on the bottom but it will be on top when installed.

To me it does not look like the arm is correct for a 235, looks more like a Ferd pump.

You are sort of correct.

However, the orientation of your fuel pump is upside down for a Chevy 6-cylinder.

The wiper-vacuum side is on the bottom of all my dual-action fuel pumps.
