Should there be gasket under bracket that houses power piston? It has a tendon on one side that fits in rectangular slot. My gasket it only on opposite side from tendon. causing it to tilt when screwed down.Thus piston don't contact ball

I think the "bracket" you're referring to is called something like the "main well housing."

If so, yes, mine had a gasket underneath it. Didn't have the fitment issue you describe.

There are two styles of "Main Well Housings" and gaskets.
If the wrong gasket is used it will tip the housing so the power valve piston will not hit the power valve ball in the center.

OK I still have carb tag with number. I will get correct gasket. Thanks
