Steele recommends Loctite 495 which I've used with great success. The down side to the 495 is once open it has a very short shelf life. Buy only the smallest size you need. It will not keep for long. Keeping it in the fridge may help it last longer. I bought the large bottle thinking I may need some later only to find it all dried out the next time I tried to use it which was only a few weeks later.

Multi hole grommet like the one the Choke, Throttle and Temp gauge run through/ I split into one hole, then split the web. You can pull the Choke and throttle out and feed back through...but that temp gauge? Not gonna happen. 3M makes a good weather strip adhesive in black. It works well. Just a bit on the cut ends and a little clean up. Stays flexible too.
