Chevrolet progressively added reinforcement to that area during the run, so their modifications could be followed if you have an earlier truck. The bottom bracket was bolted with head, protruding. They were painted with the fenders and had a low profile head, so they aren't that noticeable. Some people weld the bracket to the fender instead of using rivets.
