Is the bearing supposed to be completely flush with the mast? I did not want to force it if not necessary. Yes it should be flush with the top of the steering mast. I put a thin coat of dielectric grease on the bushing and pressed it in.

The shop manual shows tapping it in with something that resembles a large socket. Be careful using any "grease" that might contain silicone.
