Cant remember how the steering mast/column bolts to the box.
Does the hole and clip for the horn wire face up, down, right or left?

** The horn wire on my 52 comes out of the column at the 1:00 o-clock position. On 3 speed column shift there is another hole or indention for positioning the shifter box.**

Thanks - so does everyone have the horn wire at the 1:00 o'clock position on their 4 speed columns?

Mine is at about 1:00 O-clock. It could I guess be in one of 4 locations...up and to the passenger side? It would look like the tube could be mounted in 4 locations, from the picture in the book: http://chevy.oldcarmanualproject.com/shop/1948_51truck/51ctsm0906.htm
Four bolts and four locations...my best guess? Horn wire up. I think you will only get one mounting with that wire "up".

The horn wire should come out the top of the mast jacket in it's
stock position. Seems like the most logical place to put the
wire to keep it from being kicked.
