Looking for the diameter dimension of the circular hub at the back of a 54-55 steering wheel.From looking at pictures this looks to be the same as the diameter of the top of the steering column?

About 4". The housing would be replace when equipped with the optional directional signal accessory housing/switch.

I wasn't aware there was a hub without a signal accessory - from the pics I've seen, with or without, the hubs look pretty much the same dimension-wise - about 4"

The turn signal was not standard equipment.

Here are instructions for the steps to replace original/standard parts with the turn-signal parts (steering-wheel/column-related parts):

illustration 1 see Denny's post for the turnsignal cup assembly (a lever will be needed)
