Yes, that looks complete.
No the 3100 and 3600 are different.
The difference is in the slide. The slide itself is the same
but the way the center hump attaches to the crossmember is
different. Also the bracket at the front of the slide is different.
The rest of the carrier is the same.
This is the 3600 slide:

I'm going to correct this last line, by saying that the
carrier that you have pictured is for a 3100.

I'm just gonna get rid of that picture Gus so that question doesn't come up again.

That may well be, that it was a reproduction, I could go
into page after page of detailed descriptions but the reason
I used that picture was just because the slide is a 3100
part and it shows how it attaches to the top of the
crossmember rather than to the front like the 3600 does.
Also the hump where it bolts to the rear crossmember is
taller than the one on the 3600.
Both slides are the same it's just the two parts that are
welded to them that is different.
So...one can take a 3100 and make a 3600 carrier or vise
versa simply by remaking the two mounts for the slide.

Although the poster says it came off of a 3600, the carrier
that he has linked to is an original 3100 carrier. You can
tell by the brackets that the slide mounts to the crossmembers.
