Is there one on the passenger side also?

It is there to mount the emergency brake pedal shaft and the inner fender bolts through it. On the passenger side the inner fender bolts directly to captured nuts in the toe board. I think the previous comment to the contrary may have been referring to the little filler pieces that go on top between the inner fender and the cowl.
