With new gas tank, lines, pump, and filter with a rebuilt carb the inline filter on my 216 will run dry before just a little gas spits into the filter. As it idles I watch the filter run dry, take on a little fuel, run dry again, and a little more fuel... Even so, I have no fuel starvation problems no matter how hard I drive it. The important thing is the fuel level in the float bowl.
