Those are Town and Country horns and would have been an extra cost accessory for lighter trucks and cars. I don't know about the larger trucks, but my guess is that style was an accessory for them too. Lot's of guys want these. They are more scarce than the manifold mounted single horn. They were used as far back as at least 1937 and on up to at least 1946.

Those horns were first called simply accessory horns. In '39 Chevy started calling them Town & Country horns as Sparky noted. They are quite loud when working properly. You might want to find or make the support brace that connects to the bracket between the horns and runs to the firewall. Over time the flexing without the brace can cause work hardening of the bracket. You can see the brace here in this pre restoration pic of my '38.
