You have to clean the wheel w/thinner & sand w/400 wet.

What you may find though is years of skin oil in the wheel might make it tough to coat and cause fish-eyes in the paint. Start with a warm soap water solution and scrub it out real good. Follow that with alcohol, iso works just fine, denatured is good too. Then prep and paint like don said. If you want a 50's/60's looking translucent look to the white it's easy. Start with a white base with some gold or silver pearl mixed in, and add a few drops of gold candy or transparent tint to the clear-coat. Coat it sparingly until you like the look, then add 2 coats of straight clear over the top. Did a 54 Caddy that way and the owner thought it was an NOS wheel.
