Brass tag on carb reads 7002050. Is this the standard carb for given year when equipped with a governor? Will this carb work on this engine without governor? The throttle shaft/plate will not move. It appears the power piston is froze in place. Any suggested solutions? Every screw nut and bolt appears seized on this vehicle and are challenges to get loose/off.
