The taillight harness on my 1950 3800 - does that run inside or outside of the frame rail on the drivers side? And... Where does it split and cross-over to the passenger side?

Inside the frame side rail.
There was only one tail light as standard equipment.
Run a cross-over line through the last frame cross-member to an add-on passenger-side tail light.
