It is absolutely necessary for aluminum, stainless and galvanized.
Regular primer will hold on cleaned steel or cleaned sanded paint every bit as well as self etching.

Etching primer is the most misused
product on the market.
It's meant to give tooth to a surface that is difficult to bond
to. Sandblasted or sanded steel doesn't need etching primer.
It was originally formulated to aid in the bonding of paint to
the galvanized rocker panels that were introduced a few decades
ago.

They are Primers.

I'll get around to painting it one day, if,,,,,I live long enough!
