How much gap or play can a tie rod end have and still be okay ?

Same goes for front wheel bearings.
A certain amount of play is okay but how much ?

Any referance somewhere ?

I tightened one of the wheel bearings, it was quite loose. Now both sides have some play still.

Still waiting for my new tie rod ends to arrive in my mailbox.

There should be no play at all in the tie rod ends or the wheel brgs. In isolated cases the spindle may be worn where the brgs ride on. In that case its better to have a small amount of play rather the over tightening the brgs. to compensate for it. A little play in the kingpins is tolerable but should be repaired.

The problem is that the safety test company in Sweden don't care about a comment like yours, I have a lose bearing due to wear in the spindle.

They will still say the play is not supposed to be there and then ask me to replace the spindle too

I will tighten according too the shop manual with the wheel off.
