Before the fuel pump or after the pump. I would think before to collect any gunk before it gets to the pump!

Like you say its best to catch particles before they get to the pump. Its a good idea to have some kind of filter right at the carb also. It will catch anything that came off the lines or pump. One of the members here recommend adding at filter at the carb. It involved making a new Fuel line , but that was Not an issue since I had the tools and left over line from the brake job.
