You didn't mention if these problems cropped up with the R&R of the switch and coil.
You're right about the 'no charge at idle' deal with the generator. I can't see the connection between the battery tender with or without the battery connected unless the system was backfeeding through the generator when connected.
You would be able to see this on the ammeter I think, in fact while the charger was on and running, the ammeter should show any drain through the system as a discharge.
If you have a voltage tester or VOM, make sure the coil terminal and the fuel gauge terminal are actually dead when the key if OFF.
A battery can short a cell and discharge itself, especially if it is old and heavily sulphated.
Poke around and let us know what you find.

Swapped the ignition and battery lead on key switch, differant key switch, disconnected field coil wire, and finally the wire from generator to GEN side of cut out. That's the only change that stops the discharge. I still have a circuit if I touch the BAT side of the cut out and ground to the frame. I'm assuming I have the correct hook up at generator. The wire from the generator goes on the GEN side of cut out? If so, it would probably mean the new cut out is no good? Does that figure? Thanks Again!

Good work on the diagnosis, it sure looks like the cutout relay is the culprit. The book says don't try to repair, just replace. It would be interesting to pull the cover if you can and do a post mortem.
