One, I know is the high beam. One I'm not sure about.
The one at the 12 o'clock position shines red when you put a light through it. The second, at the 6 o'clock position seems like it doesn't have a lense in it and just shows white.
I've also never had a truck with "factory" turn signals, the others always had the add-on Guide system. Is it possible that the 2nd light is for the turn signals? Mine also has the idiot light for the Gen instead of a gauge.

Wish I knew who it was, so I don't hire him by mistake sometime. What a rat's nest under the dash!
Got most of it cleaned out and was able to follow one of the lights down to the flasher, so yeah, one for high beam, one for turn signal.
Think I'll be able to ditch the add-on amp gauge and go back to the stocker, but I'll have to keep the add-on fuel gauge until I get the stock tank back in the truck.
