After all the normal cleaning rinse with lacquer thinner before putting it on.
Brazing works well too.
The pin holes are caused by drops of water that gets into the filter. The drop is heavier than the oil, settles to the bottom and can't evaporate. It turns very acid and eats a hole right where it sits.
