I searched and read all the posts talking about horn wring and relay's, however my horn relay does not work as it should (I think...)
The horn will honk by jumping power from the battery terminal to the horn terminal, it will kind of work by jumping the battery terminal to the horn buuton terminal. As I understand it, I should be able to GROUND the horn button terminal and have a honking horn, no such luck.
Soooo, is the relay on the fritz, or is something else not wired to code?

I'm not real clear on your terminology, so let me help confuse you. The relay should have three terminals. A large gauge wire in from a BATT source, and a large gauge wire to the HORN...that's two terminals. The third terminal should be a smaller wire headed up the steering column to the horn button assembly.
You indicate you can jumper to the horn proper and it works. The horn is OK. The only other pertinent test would be to jumper from the terminal that grounds the coil...the small wire to the horn. If you can ground this and the horn toots, it's a wire issue to the button, or the button itself.
The quick and easy test is to have someone honk the horn while you listen to the horn relay..you should hear it click. Either the relay isn't closing, OR, it is closing but horn contacts are fuzzy and fried and aren't passing current. Did you try tapping on it while the horn button is depressed.

The horn does not sound, nor does the relay click closed. I took the cover off so I can watch it too. If I power the small wire from a battery source. The relay will click open and closed rapidly (Making its own noise.)as well as sending some power to the horn making it honk poorly.
