One more thing I traced power to the smaller fuse block and that works properly, (Ing power cuts off when I turn the key off, Batt power is constant,and Panel lts powers up when i turn the lights on, so the problem has to be how I wired the main fuse block. But to clarify, there should be 2 power wires to the turn signal circut, a yellow wire going the "Dir signal spot on the block and A Orange wire going to the brake light switch. I forgot if the orange wire was constant power or not. I know that at least one of those 2 wires on the circut should be keyed power.....right?
