The plate is pretty thick (like 1/16th inch) so I don't think its for stiffness. My guess would be a drip edge... with the lip there any oil/water would drip down rather than seep back due to capillary action.
Since the timing cover bolts do not have a crush washer or fiber washer they are not going to be liquid proof... so oil could get in through the bolts that way.
