FOUND IT! i started rolling back the tight and clean electrical tape at the flasher and about 9 inches up the line, i found the dead-ended black/grey wire.. the electrical tape was so tight i figured it had been taped up by the signal-stat manufacturer, and was hesitant to undo it.. i think this is it, i'll post up the results
