So at 'normal' atmospheric conditions (no cleaner) it runs normally at normal (1 1/2 turns out) setting. Carb works as intended.
Put a nylon brillo pad over your mouth and breath. Next try a paper towel or three. If you can tell a difference I'd guess it's about the amount of fuel you need to reduce ("all the way in") to get to the ratio needed to combust when the new paper air filter is added.
