As if it were possible... get in touch with an Eastwood PAINT rep and follow their procedure cause not a lot of epoxies want to share the metal with dip from my reading.
I'd be more inclined towards Ospho (and neutralize) the hidden area's and sand blast the rest. Then dip in epoxy... or brush/pour it. I'd feel safer later on.
