yeah really! been tryin to get folks to understand that pain!
sounds to me like it might be your regulator cutout is the problem, and it's function is really to prevent generator voltage to a battery that's already charged - I don't think the gen will put out full voltage until there's a load - not sure on how to pin point the fix tho
