I have replaced two floorboards/toe boards. I used the store bought patch panels. The one with the toe board section attached was easier to install. I thought about making my own from scratch until I looked at how the floorboard is attached to the rocker panels. They are fanged to fit over the rocker panels and I didn't have a way to make those bends. This factory design is part of the uni-body construction and is crucial in maintaining structural integrity of the cab. If you just cut a flat piece of steel and spot weld it in place, it may not be structurally sound. By the way, we hear a lot about poor fitting replacement panels. Not the case with these pieces. They fit like a glove.
