Did you apply a small amount of sealant to the bearing cap and ends of the seal? That's in the shop manual also.
And these may seem dumb, but not out of the real of possibility:
Is the drain hole in the cap clogged?
Are you putting the seal in the proper place. There are two slots and the seal will fit both.
