Wow did a search and can't find much on these.
You could use a regular bench type drill press and a modified screwdriver tip to fit and a wrenching area on it, setting the case in a V block made from wood or ? .
The wood or plastic idea above is a good one, and likely you will need to use longer bolts or studs to aline the threaded holes as your expanding the windings into position. You may get by using a setup of bolt and nut as a jack of sorts to spread it too, of course the contact ends need some sort of padding to not damage the laminations.
