Fred has it right Tim - dielectric grease insures good conduction, particularly by excluding moisture and preventing corrosion - in a rainy climate it's an excellent thing to use on nearly all electrical connections that are subject to corrosion/oxidation problems, like battery terminals and tail lite bulb bases
