Hi DJRoy -

1 - Yep. That's the way headlights and park lights worked in 1950. Headlights and park lights do not burn at the same time.

2 - Are you sure that the high beam indicator is burning when the lights are on Low or on Park? The outside of the bulb or the lens may be illuminated by the lamps in the speedo cluster and look like the bulb is burning dimly. (That's what happens in my '54). Remove the socket from the speedo housing. Clip a ground wire to it and see if it comes on with the park lights or the low beam headlights. Better yet, check it with a VOM.
