Here's an article I found on Google regarding a Datsun recurve kit that talks about 'smog distributors'.

To recurve the HEI for the stovebolt you'd just have to change the hook shaped weights, springs and centerplate. Recurve kits come with a variety of springs. Here's a link to a picture of a 'HEI recurve kit':
