You can get a radial 20" tire, but you still need the tube. The 20's are all lock ring...or whatever you want to call them.... because there is not the drop center needed for fitting the tire over the rim so you have to make the rim come apart to put the tires on. The 22.5 rims have the drop center. That's the easiest way to tell a 20 from a 22.5 from a distance or a picture.
