A continuity check can not be done with the wires attached to the terminals. Of course there will be continuity from the starter to the regulator. That is the path the electricity takes. From the starter terminal to any other hot wire should have continuity. This does not mean they are "Grounded" to each other. It means there is a wire running between them. My guess is you have no problem.
