the wire attaches to that bearing, looks
like so, if it still has the horn wire attached, the wire should be down the column and out a hole in the side of the mast jacket, the harness wire attaches to it there - if the wire has been broken off inside the column, the bearing can be removed by prying under the flange that laps the mast jacket, and if the bearing seems OK you might be able to splice wire on to the remaining piece
