Tim is the '54 Guru here and I'll bow to his decision. But it looks to me that you are correct. I looked at that same diagram and convenced myself that I was correct with one hole for the speedo and four holes for everything else. RATS.

According to your pics, the three-hole grommet is easy. Buy a one-hole speedo grommet and drill two small holes for the oil and temp tubes. It will look exactly like your original.

For the two-hole grommet, I don't remember if you have to punch out the front side of the holes in the four-hole grommet. That would be too easy. You would just leave two holes unpunched. Otherwise you could fill the extra holes with liquid rubber used for electrical connections - but it would probably look crappy.
