BRD my guess is that the switch is burnt. This is cause buy trying to spin the starter with a low battery. The switch will just arc and there isn't enough voltage to move the starter. Do this enough and the switch will become junk. Take it apart and see what you got. Clean it and try it may or maynot work but the cost is just some time. Replacement should be available at a good parts store. Good luck.
