My 216 did and two out of the three 235s that I've rebuilt did not.
If you have a good seal,and a smooth H.B. you don't need one there is no oil presure in that area only oil draining back to the pan.Install the sleeve,you can get one from any FLAPS the one for a SBC is the same.I got mine from auto zone for 3.00.
