Not sure what truck we are talking about.
If it is a 59 chevy, the horn wire comes down the steering column and exits to go under the dash and through the firewall. You should be able to simply unplug the wire where it exits the steering column.
As far as the horn honking all the time, Usually that is the upper mast bearing failure. Did you remove the steering wheel?
