I hate switches that don't do anything, so I'd leave both working.

As for wiring both, I don't know how your current switches are wired. If you have an over-ride in the driver's door it might be a little complicated.

This is a place where I'd consider using relays. Configure relays in each door to operate the windows, and then wire the switchs in each location to operate the relays.

I could be more specific if I knew how the current switches are wired. You'll have to sort that out if you are going to add switches.
