Ive had hood luck using left hand drills to get broken fasteners out.
not much torque on the hood bolts, should back right out.
Not sure what year truck you have. If it was my 50 I would remove the hood to get a better shot at it.
That's what I use. You can get them at any machine shop supply dealer. They are typically used in screw machines.
