yes, it needs to be isolated from ground - that's some PO's makeshift repair for the correct isolator piece, there's originally a square-ish hard rubber plug in that hole with a built in stud that's threaded on both sides of the case - sort of
shown in the manual - I don't think any vendor offers the terminal, but you should try to find one
