For the compression test just hook up a battery to the Starter. You did say this motor was complete. I don't think you can have any type of reliable info from turning over by hand. Just my opinion.
As for installing or rebuilding. Well is the truck running with the engine that is in it? If it is then rebuild the 261. If not install and go for it.
