Por is for covering up rust (encapsulating), epoxy primer is for waterproofing and chip resistance on clean metal with no rust.
Both work on the intended surface (Por needs rust, epoxy needs clean metal)) and neither works on the other...
A self healing "Seam Sealer" is wax based and would go over epoxy not under, Por-15 I'm not sure about.
