I would start at the generator. With the engine running and the armature lead removed, ground the field at the generator and observe the voltage on the armature. It will be 20 volts or more. Make sure that it is the proper polarity. If that test is successful, replace the armature wire and measure at the regulator. I will wait to see what happens.
