i had the same problem in THE PINK LADY('56 3100 series).
although the sender looked new(from the outside), it always showed EMPTY.
not wanting to mess with it, i simply replaced the sending unit...and the shoddy wiring.
upon inspection, i discovered that the brass float was full of gasoline, but the 30-ohm resistor still worked well.
