The tires came on it so I'm not sure whether there was a problem prior. I did get it into the shop and it turned out it was a bad bearing which in turn scarred the spindle significantly. Got it all squared away for an arm and a leg but still the noise persists on mildly aggressive changes from flat to incline. The sound isn't a rubbing noise as I would expect from rubber to metal but sounds like sheet metal rubbing against concrete.
