Found the problem, Bad ground on battery. I had no power at my remote selonoid and I took the ground cabe off and ground down the suface where it's attached. bolted it back on and it works. By the way the silver fuse that I was talking about is a circut braker. Now my question is that It was the horn relay that was making the cracking noise when I turned the steering wheel and the horn is not even hooked up on the steering column. Could the bad ground cause the relay to crackel because now when I start the truck I can move the steering wheel all I want and there is no noise
