For a direct short: If you wire a bulb in place of the fuse, the light will illuminate as long as you have a short. Then you can move some wires around and find the area that has the direct short. (If the wire is up against the frame or somewhere like that, the bulb should go out when you move the wire away from the ground source.) Also, don't forget to test bulbs first, sometimes they are shorted in their sockets.
Try also the brake switch itself. (Bypass the switch by connecting just the wires to each other.)
